It has become clear that the current DIB is ill-equipped to produce materiel adequate to achieve plausible mission objectives in any one theater America is currently engaged in, let alone all three. Paradoxically, however, despite DIB reform receiving more attention in Washington—it is perhaps the sole issue enjoying rare bipartisan congressional, presi­dential, and media focus—significant legislation and decisive policy change remains elusive.
