But the fact is that the progress at the concrete level of the military balance is well behind what is needed to match China’s aweing military buildup,” said Elbridge Colby, a senior Pentagon official in the Trump administration. “The real risk here is substituting splashy leader statements and photo ops for the major military buildup we need to match China’s — and that is simply not happening.”
